Mexico changing bean import rules
MEXICO CITY ,The Mexican government has changed the phytosanitary rules covering imports of dry edible beans to include the requirement all beans be fumigated in the country of origin before they are shipped and that phytosanitary certificates state the state or province or origin.
Commenting on the changes to Mexico's phytosanitary regime, the U.S. agricultural attache here complained they are "trade restrictive" and could adversely impact U.S. dry bean exports to Mexico.
Among the main areas of concern are:
a) An International Phytosanitary Certificate citing that a fumigation process was done at origin according to T302 (d1) or T302 (d2) process and before packaging.
b) Verification by the relevant Ministry of Agriculture authority that the fumigation process was carried out at the point of origin and that the labeling provisions are being met.
c) Inclusion of the province of state of origin on the International Phytosanitary Certificate.
d) Inclusion of an annex to the International Phytosanitary Certificate stating that certain quality conditions have been met.
e) Exporter compliance with the new labeling requirements.
f) Restricted number of ports of entry, which may increase shipments costs.
