India will require 104 million tons (MT) of rice by 2020-21 as consumption has been increasing by 1.24 million tons every year, the government has told the Rajya Sabha (Council of States).

The consumption of rice rose to 88.25 million tons in 2006-07 from 87.01 million tons in the previous year, Minister of State for Agriculture Kanti Lal Bhuria said on Thursday.

"The country's rice requirement is projected to be 104 million tons by 2020-21," he stated in a written reply.

He also said rice production in the country declined to 92.76 million tons in 2006-07 from 93.34 million tons in 2001-02.

However, in a separate reply, Bhuria said production of rice in the country has been increasing during the last five years, except in 2004-05 when the output was affected due to 13 per cent less monsoon rainfall.

The minister said production of rice depends on a variety of factors including land under the crop, irrigation, fertilisers, quality seeds, weather and prices.

He said the National Food Security Mission aims at increasing the production of rice by 10 million tons by the end of the 11th Plan through area increase and productivity enhancement in targeted districts.

To a query on what government proposes to do to check rising rice prices, the minister said: "To check the rise in price of a commodity including rice, the government resorts to measures like restricting export, allowing import and reducing tariff rates besides announcing remunerative prices and bonuses the farmers for increasing availability."

In another reply, Minister of State for Food and Public Distribution Akhilesh Prasad Singh said the ban on export of non-basmati rice below 425 dollars a tonne is expected to result in an increase in procurement of rice for the central pool.
