USA Rice Begins Asia Trip on Market Access, Liberty Link Issues
A USA Rice Federation delegation met today with U.S. Department of Agriculture officials here and Taiwanese government officials to review Taiwan’s reaction to Liberty Link (LL) and discuss Taiwan’s implementation of new access opportunities for U.S. rice. Michael Rue, California producer and chairman of USA Rice’s Asia Trade Policy Subcommittee, and Bob Cummings, USA Rice senior VP, will conduct similar meetings in South Korea this week. Taiwan’s imports of U.S. Rice have not been negatively affected by the presence of LL traits in the commercial long-grain supply. The delegation discussed Taiwan’s policy on genetically engineered rice as well as current border requirements. Taiwan recently received approval from World Trade Organization members to implement a new import regime for rice. That change, supported by USA Rice, resulted in establishment of a 64,634-ton country-specific tariff rate quota (TRQ) for U.S. rice effective this year. U.S. exporters also have an opportunity to compete for additional sales in Taiwan’s private rice import market. Today’s meetings focused on Taiwan’s implementation of the U.S. TRQ and the U.S. rice industry’s continuing concerns over Taiwan’s use of ceiling prices for government imports.
