Farmers cry foul over plan to tax sales of paddy rice in Thailand
Farmers are crying foul over the Revenue Department's proposed 0.75% tax to be levied on sales of paddy rice.

However, the department insisted the proposed tax is targeted only at merchants and middlemen who have dodged taxes and made profits from such sales.

An official at the Revenue Department explained that farmers are not actually required to pay taxes on paddy rice or milled rice sales.

Rice millers are also exempt from value added tax when they sell milled rice products.

Rice millers only have to pay income tax.

According to the official, the proposed tax package is actually intended to be levied on middlemen or merchants who claim to be farmers to evade taxes and buy paddy rice from farmers and resell it to millers.

If the tax proposal is approved, they will have to pay 0.75% tax on the total amount sold to rice millers.

"The Revenue Department has never managed to collect a single baht of tax from these people, who have exploited tax law loopholes," said the official.

The department will try to make sure that middlemen and merchants are clearly differentiated from real rice farmers, the official added.

However, Wichian Puanglamjiak, vice-chairman of the Thai Farmers Association and a farmer activist in Ayutthaya province, said the proposed tax measure is unacceptable.

The tax would not be in the best interests of farmers, he said, adding that tax officials should instead chase after businessmen and politicians who try to evade taxes.

Mr Wichian said under the tax law, farmers are already liable to pay personal income tax if they have an annual income exceeding 100,000 baht a year.

But in reality, most farmers' earnings per head each year do not come to 100,000 baht after deducting the farming costs, he said.

He said the association had previously appealed to the government to provide welfare funding for elderly farmers for years, but to no avail.

Recently, it also called on the government to set the price for off-season paddy rice at 7,500 baht per tonne.

However, the proposal has also fallen on deaf ears, he said.
