Russian govt planning to introduce seasonal import duties on rice

Russia's government has drafted orders to introduce seasonal import duties on raw sugar and rice in 2007, said the president of the Razgulyai group, one of the larger operators in the country's sugar and grain markets.

The planned duty on raw sugar, to be in effect from April to August, would replace the current "floating" duty, which "will make it possible to consolidate prices in the market for the near term and guarantee a level of support of 17,000 rubles per tonne for Russian producers," Igor Potapenko said during a telephone conference.

The planned rice duty would be 120 euros per tonne and replace the current duty of 70 euros per tonne, he said.

The declared purpose of the planned sugar and rice duties is to protect Russian producers.

A source familiar with work on the planned government orders mentioned by Potapenko said the draft order on rice would be submitted for Cabinet approval within days. The source confirmed that the duty would be 120 euros per tonne and said it might be in force from March 1 to May 31 and from October 1 to December 31.
