Taiwan Private Trade Rice Quota Allocation Results:
On November 24, Taiwan allocated the first tranche of the 2007 private sector rice quota through a competitive bidding process. Bid prices for the quota rights were lower than last year, as high world rice prices reduce the price advantage imported rice has over domestic rice. The second tranche of the 2007 private sector rice quota will be allocated on February 16, 2007.

Private Sector Allocations for 2007, First Tranche

On November 24, Taiwan allocated 15,000 tons of the 2007 private trade rice quota to fortyone Taiwan importers thru competitive bidding. Eighty local importers participated in the process and half of them were awarded quota allocations at prices ranging from NT$9,098/kg to NT$14.500/kg. The weighted average price was NT$9.821/kg or $299/mt (See Table 1). (The current exchange rate is $1=NT$32.83, quoted on November 24, 2006). The difference between the maximum and minimum bids was considerably larger in 2007 than it was a year earlier, but the weighted average price was lower (see Table 2). Taiwan importers offered lower bid prices for the quota rights, as high world rice prices reduce the price advantage imported rice has over domestic rice. These quota rights are valid from January 1 thru September 15, 2006 and are eligible for an extension to December 31, 2006. The second tranche of 20,652 tons of rice quota will be allocated on February 16 thru a competitive bidding process.

As of October 31, approximately 75 percent of the 2006 private sector rice quota has been imported, with 88 percent of the total quota supplied by Thailand and 5 percent from the United States. Private importers of U.S. rice occasionally experience price competition from the release of US rice imported by the public sector.
