Thai Export and domestic prices continued to decline

Export and domestic prices for all grades of rice continued to decline reflecting concern over the government’s plan to release carry-over intervention stocks of 3.7 million tons, of which around 3 million tons are white rice. On November 8, 2006, the Government will conduct a tender of fragrant paddy from 2005/06 intervention stocks of 156,961 tons, of which 110,292 tons are from rice mills in the northeast, and the rest are from those in the north.

In addition, the Government needs to release on-farm storage of around 678,000 tons from 2004/05 intervention program in order to free warehouses for on-farm storage of the new crop harvest, which will peak during the end of this month. The Bank for Agriculture and Agricultural Cooperatives (BAAC), who provide loans under this program, expect losses from this stock release will be around 500 million baht (U.S. $14 million) as current market prices are around 1,000 baht/ton (U.S. $27/MT) lower than 2005/06 intervention prices. In addition, the Government plans to make intervention stocks of white rice available for Government-to-Government sales with the Philippines and Indonesia. The Government expects Thai rice exports will reach the target of 7.5 million tons this year, compared to a contraction to 7.3 million tons in the previous year, due to current competitive prices. However, exporters are uncertain about this target as current pending shipments show no sizeable sales. Most new orders are for next year delivery. Also, the exchange rate fluctuations remain a major concern for their quotations.
