Australia - Record rice price but paddy fields are dry
Rice farmers will receive guaranteed record prices for crops planted this spring, but many have not been allocated any water to grow their crops.

SunRice, which buys almost all of Australia's rice crop, has guaranteed a minimum of $320 per tonne for the summer harvest.

It is the highest price paid by the company and the first time it has guaranteed a price before the harvest. "There are lots of competing demands for the water and we needed to make sure the rice price was as competitive as possible to make rice the economic choice of growers," said Mike Hedditch, general manager of grower services at SunRice.

The company's unprecedented effort to convince rice farmers to plant their crops coincides with the worst recorded drought conditions and a campaign to push water-intensive crops out of the Murray-Darling basin.

The NSW Liberal senator Bill Heffernan said growers of water-intensive crops such as rice should look northward because they cannot prosper where they are in an era of climate change.

"The Murray-Darling has 4.2 per cent of Australia's water run-off and 70 per cent of farming activity," he said.

"If we don't want all our farmers to die of a broken heart, we have to offer them a new opportunity, and that opportunity lies in Australia's north."

Australian rice crops, split between the Murray and Murrumbidgee river basins in NSW, need to be submerged in up to 30 centimetres of water to survive cool nights. However, growers in the Murray River basin have had their water allocations cut to zero because the river has received the lowest inflows ever recorded. Murrumbidgee farmers have been allocated 17 per cent of their water rights.

Farmers in both regions would scrape by only if they had saved water quotas last year, which they can carry over to this year.

On September 19, the federal commodities forecaster, the Australian Bureau of Agriculture and Resource Economics, slashed its rice crop forecast to less than 40 per cent of last year's 1.05 million tonnes.

The next day, the NSW Department of Primary Industries went further, estimating the area of rice-growing land would be 20 to 30 per cent of last year's.

"This is an incredible climatic event, the worst drought in recorded history, and we've got the joy of living through it," said the president of the Ricegrowers Association of Australia, Laurie Arthur. "There's not going to be more than a quarter of last year's production."

Averil Bones, policy adviser at the WWF, said: "If … water is priced according to its true value, then the amount of water required to grow rice will make it less economical."
