Philippines Refuses to Reduce Corn Tariffs
A reduction of corn tariffs was not part of a settlement on quantitative rice restrictions reached by the Philippines and U.S. negotiators. The reduction was proposed by officials from the USDA and Office of the U.S. Trade Representative as partial compensation for the Philippines' continued quantitative restrictions on rice imports under World Trade Organization (WTO) rules.

The U.S. Grains Council is now looking to the Doha Round of WTO negotiations as the next opportunity to address the tariff.

"With a 35 percent duty on corn, the feed industry turns to other grains such as wheat that can be imported at a much lower tariff," said Kevin Natz, USGC's special assistant for trade policy. "We are hopeful the Doha round will deal with these tariff disparities by eliminating the inquota tariff as well as expanding the volume of the tariff rate quota."

The restrictions on rice limit the annual volume of imported rice entering the country, insulating the domestic market.

In exchange for the rice restrictions, the Philippine government must allow greater market access opportunities for some other agricultural commodities according to the WTO.
