S Korea Eyes Legislation On Rice Consumption
South Korea may enact legislation aimed at boosting domestic rice consumption and helping farmers struggling with competition from cheap foreign rice, a government official said Wednesday.

The plan comes as domestic rice growers are moving to establish a self-help fund to promote rice consumption and develop new farming skills. "If the fund is set up, the government will push for the law to support farmers' efforts," the Agriculture Ministry official said on condition of anonymity.

The envisioned law, among other things, would call on the government to offer state funds matching the amount of the voluntary fund, he said.

"To cope with a changing market environment, farmers too need to take the initiative and make themselves more competitive vis-a-vis overseas growers," the official said.

The government move follows a drop in the country's rice consumption, which has resulted in lower rice prices and has hurt farming households' earnings.

South Koreans consumed an average of 119.6 kilograms of rice per person in 1990, but the amount fell to 82 kilograms last year. The per-capita daily consumption was 224.6 grams, or slightly less than two bowls.

Last year's agreement with nine rice-exporting countries has also raised the importance of raising rice consumption since foreign rice will be sold directly to farmers starting this year in exchange for Seoul's 10-year delay in rice tariffication.

Under the agreement, South Korea will be required to raise the import quota of rice to nearly 8 per cent by 2014 from the current 4 per cent of domestic consumption.
