Thai Exporters seek end to support for rice price
Local rice exporters say the government should scrap its annual rice-price intervention programme, which they claim is rife with mismanagement and loopholes for corruption.
The Rice Exporters' Association, in a petition to the Commerce Ministry, says that instead of pledging paddy directly to state agencies, other methods should be taken to help stabilise farm incomes.
Vichai Sriprasert, the association president, said one option was for the government to extend loans early in the season while giving farmers the right to sell the rice directly in the market, with state-set price targets as a guide.
"If market prices fall far below the target price, the government could reduce farmers' debt relative to the difference," he said.
Another option is to offer income support to farmers on a varying basis after calculating costs and market prices in different geographic areas.
Meanwhile, the Commerce Ministry has new plans to build up Thai Hom Mali fragrant rice as a premium brand. Pravich Rattanapien, a Thai trade representative, said agencies such as the Agriculture Ministry, the Tourism Authority of Thailand, Thai Airways, rice exporters, restaurant owners and hotels would be invited to help draft a new strategic branding plan.
"We will collect the various suggestions and draft a new plan aimed at finding the best solutions to help build up Thailand's rice brand," he said.
Last week, a Thai delegation led by Suriya Larpwisuthisin, a deputy commerce minister, visited Beijing to launch a promotion campaign for Hom Mali. Similar promotions are planned in Tianjin, Dalian, Quingdao, Chongquing and Guangzhou.
Dr Pravich said authorities also were looking to the Middle East and Africa as possible consumers of Thai Hom Mali.
Around two million tonnes of Thai Hom Mali are grown each year, with 1.7 million tonnes exported. Thai rice exports last year reached a record 10 million tonnes, but are expected to fall to 8.5 million this year due to declining production.
