South Korea opens rice market
SOUTH Korea is expected to further open its protected consumer rice market to foreign competition within the year under a pact signed with nine rice exporting countries at the end of 2004.

The agreement calls on Seoul to raise its tariff-rate quota (TRQ) to 7.96%, or up to 408,700 tons, by 2014.

The TRQ, which is synonymous with minimum market access, is the quantity of rice South Korea must import to retain its tariff waiver.

Presently, the country is obliged to import rice equivalent to 4% of the domestic market, or 205,000 tonnes.

At the same time, self-sufficiency targets have been announced for the first time by the country’s policy makers.

South Korea’s self-sufficiency level, measured as the proportion of total demand for food and animal feed met by domestic production, stands at around 26%.

The ministry has said that with the exception of rice, the country relies on imports to meet most of its demand for agricultural goods, including for grain, fruits and vegetables.
