U.S. Asks WTO for More Time for Talks With EU on Rice Tariffs
Geneva, Feb 22, 2005
The United States will ask members of the World Trade Organization (WTO) for more time to negotiate with the European Union (EU) on compensation for Brussels, decision to raise its import tariffs on rice and avert potential U.S. sanctions on EU imports due to enter into force on March 1, a Bureau of National Affairs (BNA) report said today.
According to the BNA report, “In a notice dated Feb. 18, the United States requested the scheduling of a special meeting of the WTO’s ruling General Council on Feb. 28, where it will ask WTO members to preserve its right to retaliate in the rice dispute beyond March 1 while it pursues further negotiations with the EU on the issue.
“The EU raised its common external tariff on brown rice effective from Sept. 1 as part of the reform of the EU’s Common Agricultural Policy, reforms which significantly lowered the intervention price for rice. According to the Office of the U.S. Trade Representative, the tariff hike has unfairly restricted U.S. access to the EU market, affecting approximately $33 million a year in U.S. brown rice exports to Europe.
“The United States requested talks with the EU on the decision under Article XXVIII of the General Agreement on Tariffs and Trade, which allows WTO members to seek compensation for any modifications made in another WTO member’s schedule of tariff commitments. If an agreement on compensation cannot be reached within six months, the member seeking compensation has the right to raise tariffs on goods from the country altering the tariffs.”
