South Korea Lifts Imports of Rice

South Korea has tentatively agreed to allow rice imports of up to 8 percent of domestic consumption by 2014, government officials said Friday.

Under the World Trade Organization, South Korea has been holding trade talks with the United States, China, Thailand and six other rice-exporting countries that demanded that South Korea open its market wider.

The Ministry of Agriculture and Forestry reported the results of its negotiations on Friday. No final agreement has been signed with any of the nine countries.

Under a 1994 global free trade agreement, South Korea was allowed to limit rice imports to 4 percent of domestic consumption, or about 205,000 tons. That deal expires this year, and South Korea must strike a new deal with rice-exporting countries.

The government said it would increase the quota by 0.4 percent annually, to 8 percent by 2014. After that, South Korea must open its market with tariffs.

In recent weeks, farmers have staged street protests that have often turned violent. They said their plight would worsen if cheaper rice from China and from the United States flooded the domestic market.
