USA and Korea narrowed differences on some key issues

The Ministry of Agriculture and Forestry said Thursday South Korea and the United States have narrowed their differences on the opening of the domestic rice market.

The ministry said both sides have narrowed differences on some key issues, such as the U.S. share of rice that South Korea must import and the ratio of imported rice to be available to South Korean consumers.

The result of the talks with the U.S., the second largest rice exporter to South Korea, will be the standard of negotiations with eight other rice-exporting countries, including China, the largest exporter.

South Korea wants to renew the 10-year moratorium on the full-scale rice market opening, but the U.S., China and other rice exporters asked South Korea to increase the market opening or the minimum market access and enable consumers to buy imported rice.

South Korea should reach a compromise with rice exporters within this year to extend the moratorium by another decade, or it should open its rice market.

A government official said that because there was a need for further discussions, the South Korean negotiating team, headed by Ambassador Lee Jae-gil, Seoul’s top diplomat for the Doha Development Agenda, may stay in Washington for a few more days in discussions.

Based on the outcome of the talks with the U.S., South Korea will hold negotiations with India, Egypt, Canada, Argentina, Thailand and Australia, the ministry said.
