Rice is life, rice is the grain of hope
In 2002, these factors moved the Philippines, along with 43 other countries, to formally request that the UN General Assembly declare 2004 the International Year of Rice. The idea had been circulating among major agricultural organizations since 1999 due to growing concern that fundamental issues needed to be tackled on a global level. Today, a number of international institutions have come together to steer this vital project in line with the UN Food and Agriculture Organization (FAO) programs.
The theme of the IYR, "Rice is Life," reflects the importance of rice as a primary food source, and is drawn from an understanding that rice-based systems are essential for food security, poverty alleviation, and improved livelihoods. The development and sustenance of efficient and productive ricebased systems are essential to economic development and improve quality of life, particularly in rural areas. This is where the International Year of Rice draws its mission.
At the end of this month, the Philippines, the chief proponent of the UN Declaration, plays host to the International Year of Rice Festival and Forum, organized by the Department of Agriculture in cooperation with the Philippine Small and Medium Enterprise Development Foundation and other government agencies. Renowned scientists who have engaged in rice research and the culture that prevails in rice-consuming societies will converge in Manila to further discuss the initiatives that must be undertaken to ensure that rice systems in many developing societies continually develop to preserve and improve the ways and quality of life of the billions who depend on the staple food.
It is a source of priced that our nation led the commemoration of the International Year of Rice as it has been gratifying that it was in the Philippines that rice research prospered and assisted many other nations to become self-sufficient in the crop that has also cemented positive social partnerships in many societies.
