S Korea Imported $448 MLN Worth of Rice Under MMA Regime
South Korea imported US$448 million worth of rice in the last 10 years under the minimum market access (MMA) regime ironed out at the Uruguay Round talks, the Agriculture Ministry said Monday. Under the 1994 agreement, the country held onto a tariff waiver system that allowed the government to be the sole importer of rice. The rice imported could not be sold to consumers, with the quantity increasing gradually from 1 per cent of total domestic consumption in 1995 to 4 per cent or 228,000 tons of brown rice this year. South Korea is currently wrapping up talks with the United States, China, Thailand, Australia, and five other countries to decide whether to hold onto its current waiver or convert to a tariff system. A decision is expected to be made in early December. The ministry said this year's MMA quota will cost $91 million, compared with the $82.5 million expended last year for the purchase of foreign rice. It said the rise is due to the 30,000 ton increase in rice that Seoul had to import. In 1995, the country imported $18.6 million worth of rice, followed by $32.6 million in 1997 and $39.0 million in 2001. The numbers are significant because if the country retains the current rice tariff waiver system, this will translate into a sharp increase in the amount of rice that must be bought on a mandatory basis by the government. Negotiation partners are asking for a MMA of 8-8.9 per cent for a 10-year waiver. An MMA of 8.9 per cent is over 450,000 tons of rice. South Korea is expected to produce 5 million tons of rice this year and with rice consumption of the wane, larger imports could eventually lead to price instability and higher expenditure by the government as it tries to handle the growing rice inventory.
