S. Korea to Hold Rice Talks With China

South Korea and China will hold a new round of talks on the former's move to further open its rice market in Beijing Thursday, the Korean Ministry of Agriculture and Forestry said Wednesday.
The two sides are expected to wrangle over how much rice imports should be increased and whether a tariff system should be adopted, according to ministry officials.

In their latest meeting, they failed to narrow their differences over the liberalization of the rice market because of China’s push for what South Korea calls ``excessive demands.’’

South Korea hopes to maintain the right to limit rice imports to 4 percent of annual domestic consumption, extending the 1994 agreement at the Uruguay Round talks. But it expressed a willingness to consider the adoption of a tariff system for rice imports if trading partners push their demands in upcoming negotiations.

China is pressing South Korea to adopt a tariff system rather than increase its quota for imported rice, believing its cheap rice will appeal to Korean consumers. The price of South Korean rice is about four times higher than that of the Chinese product.
