Indonesia impounds donated rice

A state logistics officer in Jakarta reports that thousands of tons of rice imported under the World Food Program (WFP) were impounded and sealed by the Customs Offices based on the government ’s rice import ban. The imported rice in the WFP program totaled 40,394 tons and had come from the United States, Australia, the Netherlands, New Zealand, Switzerland, and Japan. The rice has accumulated at ports since last January when Indonesia imposed an import ban. It includes AID’s Title II shipments for NGO’s as well. WFP Director in Indonesia Salichin said the WFP rice was intended to help poor people and refugees so it would not be sold in the free market.

Salichin said WFP data showed that at least 17 million people in Indonesia needed WFP food aid so the government should allow the international agency to distribute the commodity to the needy. USAID has diverted all incoming title II shipments and has suspended any future shipments. As such, their entire title II program for FY’05 is now on hold. The U.S. Embassy in Jakarta reports that the Indonesian Ministries of Trade and Ag are most likely going to recommend that the ban be extended.
