EU Commission presents new agricultural market forecasts
The medium-term projections depict an outlook for the EU cereal markets that would continue to appear rather favourable for most EU cereals, with the noticeable exception of barley. In spite of a further expansion in cereal production to 275 mio t in 2011, cereal intervention stocks would only gradually increase to 5.9 mio t, most of which would be barley. This relatively modest accumulation of public stocks would result from favourable export prospects and renewed gains on the domestic market as total use would increase to 250 mio t. However, this expected increase in domestic use of cereals would not be as strong as that observed before 2002 due to a less expanding livestock production and to a projected increase in feeding efficiency in many new Member States. The EU oilseed sector is foreseen to display a gradual improvement in its production potential over the medium term on account of moderate productivity increases and supportive price prospects. These perspectives would however rely on expected favourable developments on the world grain and oilseed markets and in the currency environment.

EU production was significantly lower in 2003 owing to exceptional weather conditions. Total production of cereals dropped to 229 mio t from 263 mio t in 2002. Under normal weather conditions and with a lower set aside rate of 5 % the cereal harvest should reach 264.5 mio t in 2004. About 53 mio t would be produced in the new Member States compared to 212 mio t in the old Member States.
