Consultation on barley the key: SAFF

Close consultation between the South Australian Farmers’ Federation (SAFF) must occur to ensure the best results for grain growers, in the wake of new legislation proposed last week.

Agriculture Minister Rory McEwen announced changes would be made by introducing the Barley Exporting Bill to State Parliament this year. It means that from July 2005, growers will be able to deal with the single desk holder ABB Grain, or sell directly to a buyer with a special export licence.

SAFF Grains Council Chairman Greg Schulz said the Federation would work with Mr McEwen to ensure that several key areas of concern were covered.

Mr Schulz said it was important “so that growers would get the best system possible under the new legislative requirements”.

“We would a like to see provision for ongoing consultation with industry to be formally specified in the Bill,” Mr Schulz said.

“The devil will be in the detail but we remain firm that if special export licences are to be granted to competitors to ABB Grain then we also need assurance that the integrity of the single desk arrangements will be preserved as much as possible.”

Four key areas of concern were: · A lack of provisions related to the accountability of ABB Grain as the single desk operator;
· Inadequate detail relating to operational costs and whether special export licences would be granted on a user-pays basis;
· The risk of exposing the single desk to negative competition from Australian origin grain; and
· Potential for new operators to cherry pick markets while leaving ABB Grain with the obligation of being the “buyer of last resort”
