Vietnam to facilitate rice export

Vietnam plans to facilitate rice export mainly by amending rice export management mechanism, establishing information systems, and building a high-grade rice area.

Under a draft on amended rice export mechanism worked out by the Ministry of Trade, local businesses will have greater self- determination in rice export such as freely signing contracts, according to local newspaper People on Tuesday.

When signing contracts, local exporters will only have to report the amount of rice to a state agency which will issue a warning to the exporters when the total volume reaches the threshold of food security. Now, Vietnam applies two rice export mechanisms, namely granting quotas and appointing a representative of a group of local companies.

To increase the quality and quantity of rice for export, the country is using new rice varieties to meet changing tastes of importers, gradually establishing a special area in the Mekong delta for growing first-class rice with annual output of one million tons. Besides, it will build a rice wholesale market in the Mekong delta of Can Tho.

To minimize losses caused by changes in local and international markets, the ministry and local firms are trying to set up systems on offering up-to-date information about price fluctuations, customs procedures and technical barriers of rice importers as well as prediction about rice production and trade at home and abroad.

Vietnam hopes to export more rice in the second half of this year, when its major Asian customers keep on importing the commodity and some Latin American countries turn their back on the United States to buy rice from Asia with lower prices. It plans to ship 3.6 million tons of rice worth 760 million US dollars in 2004, down six percent in volume but up six percent in value against 2003.

The country exported roughly 2 million tons of rice worth 438 million in the first five months of this year, down 0.1 percent in volume but up 17.2 percent in value, according to the General Statistics Office.
