New EU Members import tax hike hits Vietnamese rice exporters
Asia Pulse, May 10, 2004
An increase of tariffs on rice imposed by the EU's new members - some of which until last week imposed no tariffs on Vietnamese imports - will negatively impact domestic exports, according to the Ministry of Trade.
Nguyen Van Thiem, deputy director of the ministry's European department, said the new central and Eastern European members will replace their previous incentives with the EU's tariff regimen.

Vietnam will now have to pay a tax of 416 euros (US$499) for 1 tonne of rice when exporting to the ten new member states, when in the past the tariff was zero, Thiem said.
The change substantially impacts Vietnam's rice export potential to these countries as many overseas Vietnamese living in Eastern Europe are target consumers of local exports.

Each year, Vietnam sells 80,000-100,000 tonnes of rice to Eastern Europe.

Director of the An Giang Import-export Company, Cao Minh Lang, said Vietnamese companies have not never directly exported rice to the EU, and will need European intermediaries.

Levies, however, on other items will be decreased by 3-10 per cent on average.

Vietnam earned more than $100 million from exports of rice, coffee, rubber, tea, textiles, garments, and handicrafts last year.

The ten new members to the European Union include Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia.
