Manipur State had to depend on the supply of rice from outside by 2006
The Imphal Free Press, March 23, 2004
India - The total rice requirement for Manipur in the year 2006-2007 is figured at 5.39 lakh tonnes for the projected population figure of 25,68,216 in the state, according to a study of the state agriculture department.

Chronicling the year wise projected population and required food grains of the state in the past and the estimated requirements for the coming years, the study report stated that in the year, 2002-2003, the projected population was 23,62,615 while the required amount of rice was 4.96 lakh tonnes.

In 2003-2004, the projected population was 23,13,416 and required 5.07 lakh tonnes.

For the forthcoming year 2004-2005, the estimated population of the state is 24,64,611 and will require 5.17 lakh tonnes of rice.

The report also stated in the population figure of the state will reach 25,16,217 while the required quantity of rice will stand at 5.28 lakh tonnes.

It also stated that the analysis is based on consumption of 210 kgs of rice.

Underscoring the fact that the present production of food grain in the state could not meet the estimated requirements, the report also stated that Manipur had to depend on the supply of food grains from outside.

During the annual pre-kharif plan 2003-2004, out of the targeted area of 20,000 hectares only 14,500 hectares could be cultivated with paddy crop due to insufficient rain during the season.

However the crops prosper during the kharif season as rainfall was normal and there was no natural calamities during the season except for some rodent menace incidents in parts of Tamenglong district, the report said.

Highlighting the various constraints faced during the annual plan 2003-2004 which led to the shortfall in the production target of food grains, oilseeds, sugarcane and potato in the state, the reports also stated that lack of adequate and reliable source of irrigation, infrastructures, suitable soil conditions and lack of funds, delay in release of funds including lack of adequate infrastructure for mobilizing agricultural development have been major hurdles to a good harvest.

To overcome the impediments in the production of foodcrops and to increase the productivity along with increasing the agricultural activity covering larger areas in the forthcoming annual plan 2004-2005, the state agricultural department is proposing an outlay of Rs. 450 lakhs for the year.

The reports also added that in the forthcoming year, the state agricultural department is targeting to implement 30 schemes out of which 18 are in crop husbandry categories, 10 in research and education including plantation, one market for agricultural products and one for storage centre of the products.
