Does Bush administration control the food-aid contracts

Supporters of the bid to get U.S. rice, including Louisiana rice, into the Iraq food-aid market didn't get much response from President Bush's administration last week -- unless one counts the announcement that Vietnam got a 70,000-metric-ton Iraqi rice contract.
Ben Noble, vice president for governmental affairs with the USA Rice Federation, said the Bush administration doesn't directly control the food-aid contracts for the war-torn country.

The authority handles food aid through the United Nations' World Food Program, Noble said from the Washington, D.C., headquarters of the federation.

Since the United States is providing most of the resources, Noble said he assumes the U.S. government should have a say in the way food contracts go out.

The U.S. Department of Agriculture announced last week that Vietnam got the first food aid contract.

Noble said a group of U.S. senators and representatives from rice-producing states joined the call for meetings with Bush's administration in the past few weeks.

"We haven't had a response yet from the administration," he said.

None of Louisiana's calls for a meeting got a response.
