Ukraine's parliament allows state purchases of imported grain

MOSCOW, Dec 15, 2003 - Ukraine's parliament approved Monday an amendment to the 2003 state budget, allowing the State Reserve to spend 400 million hryvnas, or around USD 75 million, for the purchase of imported grain, the parliament press service said.
The State Reserve funds could previously only be used for purchases on the domestic market.

The government earlier ordered the State Reserve to buy 1 million tonnes of milling grain, which are to be used for state intervention sales due to be launched in January. The interventions are aimed at preventing price hikes for grain and bread.

Ukraine increased wheat imports in October to a record level of 565,200 tonnes. The high imports are due to insufficient domestic stocks. Wheat deficit in the 2003-04 marketing year (July-June) is estimated at around 3.5 million tonnes.

Ukraine's wheat crops were badly hit by a string of unfavorable weather conditions last year. As a result, Ukraine's wheat harvest amounted this year to around 4 million tonnes, down from 20.5 million last year.

Russia and Kazakhstan are expected to be the main sources, with Russian wheat exports to Ukraine expected to total 1 million tonnes in the 2003-04 marketing year (July-June), and Kazakh exports to total another 1.2 million tonnes.
