Bulgaria bans wheat exports, plans imports

SOFIA , The Bulgarian government decided on Thursday to impose a 200-day ban on wheat exports to counter the threat of a shortfall caused by drought, Agriculture Minister Mehmed Dikme said.
The export ban will be in force while the government sells 100,000 tonnes of wheat from its reserves at lower than domestic prices, Dikme told reporters after a government meeting.
"The intervention sales will start very soon... The government is ready to intervene with a total of 450,000-500,000 tonnes of wheat from its reserves in coming months if necessary," he said.
The sales will be made through the local commodity exchanges and only millers who pay value added tax regularly would be eligible to buy the grain, Dikme said.
The government also decided to import 100,000 tonnes of wheat in 2003/04 (July-June) as part of a package of measures aimed at meeting domestic needs and halting a jump in politically sensitive bread prices.
The farm ministry has put this year's wheat crop at 2.195 million tonnes. But traders and grain analysts forecast a crop of 1.7-1.8 million tonnes, well below last year's 3.6 million tonnes and annual domestic needs of 2.2 million.
The expected wheat shortage has pushed Bulgaria's grain and bread prices up sharply.
