US to announce Canada wheat duties on August 29

WASHINGTON , The US government is scheduled to announce on Friday final anti-dumping and countervailing duties for imports of Canadian wheat that the Bush administration alleged was marketed unfairly.
In March, the Commerce Department preliminarily set a 3.94 percent countervailing duty on hard red spring and durum wheat exported by the Canadian Wheat Board.
At the time, the agency said the Canadian Wheat Board was using government subsidies to gain an unfair advantage in the US market.
The Canadian Wheat Board, a monopoly grain exporter, denies engaging in any illegal trade activity.
Canada exported 1.54 million tonnes of hard red spring wheat, valued at $203.6 million, from July 2001 through June 2002, according to the Commerce Department. Durum shipments during that period totalled 566,905 tonnes, worth $86.6 million.
The United States announced a second set of duties in May when the Commerce Department found the Canadian Wheat Board was selling its wheat in the United States at below-market prices.
Preliminary anti-dumping duties of 6.12 percent on hard red spring wheat and 8.15 percent on durum were set, making for total US duties of 10.06 percent on spring wheat and 12.09 percent on durum.
On Friday, the Commerce Department could adjust the final duties up or down, depending on results of its investigation.
Still to come is a final vote by the US International Trade Commission on whether the US wheat industry has been injured or threatened with injury by the Canadian imports.
Without such a determination, US duties cannot stay in place.
As part of a broader attack against state-trading enterprises such as the Canadian Wheat Board, the Bush administration is trying to dismantle such entities in world agriculture trade negotiations.
Also, in March the US Trade Representative initiated a World Trade Organisation complaint against the Canadian Wheat Board's marketing practices.
