Myanmar to meet exporters on new rice policy
BANGKOK , The Myanmar government is due to meet local rice exporters and foreign buyers on Friday to explain a change in rice policy that was announced last month, rice traders said.
"The ministry of commerce has invited major foreign buyers, private traders as well as local exporters for a meeting tomorrow to explain about the government's new rice policy," a Myanmar rice trader told Reuters on Thursday.
In April, Myanmar said it would no longer buy paddy rice from farmers, ending a 40-year practice of buying rice from farmers at lower-than-market prices and selling it to foreign trading firms for export at higher prices.
No other information was made available.
"It remains to be seen whether the government will actually end its monopoly on rice trading and allow free trade," a trader said. The meeting is to take place in Yangon.
Rice is Meander's staple food and most important export commodity.
Once the world's top rice exporter, Myanmar shipped around 900,000 tonnes of rice in 2002, mainly to countries in Asia and Africa, out of its production of some 18 million tonnes.
"I think tomorrow, the government will clarify how exporters can obtain export permits, how they need to proceed in procurement and who will be allowed to be exporters," a trader said.
The Myanmar government had not sold any rice in recent months, traders said.
"The government is just continuing with old contracts, mainly to ship to African countries, Indonesia and Bangladesh," said a trader.
Farmers have planted the country's 2003 crop. The harvest would start in October, traders said.
Traders did not expect any major impact on Myanmar rice exports from US moves to ban Myanmar imports.
"Myanmar usually exports rice to Asia and Africa. None of its major rice buyers is from the United States. Most buyers are Geneva and Singapore-based trading firms," said a trader.
